The resource allocation process (RAP) is the umbrella term for the fall to spring process of requesting and receiving funds for new ideas, new and replacement equipment, and new classified positions. In includes Block Grants and the financial planning model.
The RAP is a function of the Shared Goverance Council, and is conducted once per year.
Process
[Fall 2006]
In order for a unit or department to be eligible to request funds through the RAP, the unit must have completed its Program Review. Stage I Financial Planning Model proposals and Block Grant Maintenance of Operation budget requests are due to the Business Office in early February, for review prior to submission to the Shared Governance Council.

Recent changes
On Nov 19. 2007, the college president authorized the following changes to the RAP as a response to both department chairs and the Shared Goverance Council.
- Block Grant will become less cumbersome, more administrative in nature, streamlined and less of a governance process. Departments will submit a much abbreviated request form to their managers for funding consideration. This is a response to your evaluation that programs shouldn’t have to enter into a complicated process for basic replacement needs.
- Administrative units will use the same process for replacement needs as instructional and student services units.
